Abstract

The development and innovation of library collections cannot be separated from service satisfaction. Strategic in the effort to achieve this is related to many things, for example whether the adequacy of the number and quality of existing human resources, whether the library collection is very adequate, sufficient to support adequate facilities and facilities, whether the policy supports the creation of a supportive situation, whether networking is well established in at the local, regional, national and even international level, does the multi-stakeholder have concern for the existence of the library, whether the community can feel the benefits of the existence of a library or the community and the library feels attached. Does every program that runs have mutual continuity ?. Scientific studies need to be done to get a role model so that everything that is done is appropriate for the community and certainly sustainable. Library Development Innovation and Library Empowerment are examined in two issues. The first is how the Library Collection Development Innovation and the second is Library Empowerment. We try to examine one, in prospective and insight based on practitioners in the field and experience. The Development and Innovation of Library Collections

Collection development is a number of activities related to the determination and coordination of selection policies, assessing user needs, collection usage studies, collection evaluations, identification of collection needs, selection of library materials, planning of collaborative collection resources, maintaining collections, and weeding library collections. Meanwhile, according to the College Library book, "Collection development is the activity of selecting and holding library materials in accordance with the policies set by the librarians together with the academics of their tertiary institutions.

The understanding of collection development is more emphasized in book selection. Book selection means choosing books for the library. Book selection means the process of rejecting certain books for the library. Furthermore, the understanding of collection development changes according to the development of the field of librarianship. Collection development, selection and procurement are complementary terms. Collection development is a term that is widely used in the library world to state what library materials should be held in a library. Previously the term book selection emerged, books in a broader sense that included monographs, magazines, micro materials and other types of library materials.

Collection development does not only cover library material procurement activities but also concerns the formulation of policies in selecting and determining which library materials will be held and what methods will be applied, collection development policies are planning tools and a means of communicating objectives and policies. Collection development. So that policies can be carried out in a directed and written manner, without a written policy a misunderstanding will occur so that the development of collections towards collections will not be fulfilled. Qalyubi states the written collection policy functions:

1. Explain the scope of existing collections and subsequent development

plans to be known by staff, users and the board of directors;

2. Giving a systematic description of the strategy for managing and

developing collections applied in the library;

3. Being a guide for librarians so that compliance in the selection and

selection process is guaranteed;

4. Become a standard or benchmark to assess the extent to which the

collection development goal has been achieved;

5. Functioning as a source of information and guidance for staff just beginning

to participate in the collection development;

6. Facilitating coordination among members, collection staffs;

7. Facilitating cooperation between libraries;

8. Helps maintain continuity, especially if large collections and serves as a

framework;

9. Helping librarians deal with complaints regarding material that has been

selected or rejected;

10. Reducing the influence of certain selectors;

11. Helps account for budget allocations;

12. Be a means of good communication with the community.

A good collection only comes from the selection of good library materials. For this reason, policies are needed that guide the development of collections. With collection development policies, which are officially endorsed by school leaders, the library has a handle to develop its collection. In addition, the library will also have official power to establish relationships with various parties, both inside and outside the institution. Collection development must always be based on certain principles, which must be obeyed.

Libraries must maintain a balanced collection so that they are able to meet the needs of library users. Likewise, the need for innovation in the collection must be considered. Therefore, the principle of collection development needs to be considered in having library materials, among others, relevance, oriented to the needs of users, completeness, expertise, and cooperation. Based on the policies set, the library selects and holds library materials. This activity involves librarians and library users with an interest in the library. The selection of library materials must be careful before reaching the procurement step. Each title proposed to be ordered must be checked for the accuracy of the bibliographic data so as not to complicate the procurement of library materials. Procurement of library materials is a long and expensive process because it involves various parties, in addition to the increasing price of books.

This long and expensive process is usually not based on the user. The library materials received are made in the form of a catalog control. The library catalog can recognize the entire collection. Through catalogs users can find out the library collection. Here the important role of cataloging and classifying library collections. In addition to controlling the collection, both items at the same time also inform the collection of library materials. After finishing processing, the library materials are handed over to the service department.

Process of the Library Collection Development

1. Selection of Library Material Collection

The library determines and selects library materials to be compiled into a library collection. The procedures and procedures for selection or selection have been determined by the library and should be recorded in the Library Work Guidelines. In general, library material selection is defined as the action, method, or process of choosing. In conjunction with the development of library collections, selection is an activity to identify recorded information that will be added to collections that already exist in the library.

2. Procurement of Library Material Collection.

Procurement collection is the process of collecting library material that will be used as a library collection. Collections held by a library should be relevant to their interests and needs, complete, and up to date, so as not to disappoint the people served. Library collections come from various sources such as gifts, exchanges, deposit, and purchases. Library materials that will be held include: 1). Print or graphic works, such as books, magazines, newspapers, dissertations and reports; 2). Nonprint or recorded works, such as vinyl records, audio recordings, cassettes, and videos; 3). The micro form, such as microfilm, microface, and micro opaque; 4). Electronic works, such as floppy disks, magnetic tapes, and discs, and the electronic clamps associated with the computer.

3. Weeding Collection of Library Materials.

Weeding library material collection is the activity of selecting, removing from library material collections that no longer fit the purpose, function, and scope of library services. Weeding, sorting, ie discretionary spending, sorting collections from a library because they are no longer considered desirable or too many copies. Thus, this collection has no value or meaning to store.

4. Care Collection of Library Materials.

Maintenance and care of library collections is the activity of maintaining or endeavoring to make library materials owned by the library durable and well maintained. One of the activities that must be carried out by the library is to store and preserve library materials. This activity must be carried out by the library so that every library material is always well-maintained and well-maintained, so that its use is longer, its age is longer, and remains intact, its placement is always on the shelf, and its condition is always clean.

5. Evaluation of Library Material Collection.

Evaluation is a comprehensive inspection activity, whether the collection still matches existing records. This activity is to find out the development and loss of collections. Collections are evaluated in terms of procurement procedures, namely: a. The presence or absence of written guidelines regarding policies and procedures for library procurement; b. Person in charge and implementation of procurement of collections. Implementation of procurement of collections in accordance with existing guidelines or not. Collections are also evaluated in terms of quality and scope by directly checking the shelves or locations.

The purpose of developing library collections needs to be formulated and adjusted to the needs of library users so that libraries can plan their collections in a planned manner. In addition, collection development aims to increase the number of collections, increase and types of reading material and improve the quality of collections in accordance with the needs of library users.

From the description above it can be concluded that the development of a collection is to develop a good and balanced collection, and in accordance with the needs of library users which are compiled based on library collection standards and library studies so as to meet the needs of library users. So the benefits of developing library collections are: Help set a method for assessing library materials that must be purchased; Help plan the form of cooperation with other libraries, such as borrowing between libraries, cooperation in procurement, and so on; Assist in identifying library materials that need to be moved to the warehouse or taken out of the collection; Assist in planning long-term budgets by setting priorities and broad outlines of development goals and Helping to choose the best way for procurement.

Conclusion

Collection development is a term that is widely used in the library world to state what library materials should be held in a library. Previously the term book selection emerged, books in a broader sense that included monographs, magazines, micro materials and other types of library materials. Collection development is to develop a good and balanced collection, and in accordance with the needs of users compiled based on library collection standards and library studies so as to meet the needs of library users. Each library has its own organizational structure, so in determining the selection of library materials or organizational structure.

Library material procurement activities carried out by competent librarians. Libraries need the support of superior and professional human resources, librarians who have competence in the library field. Competencies possessed by technical service librarians, especially librarians in collection development. Librarians are people who have competencies obtained through librarianship education and/or training and have the duties and responsibilities to carry out library management and services. The competencies that must be possessed by librarians include general and core competencies. General competence, namely mastery of computers, preparing work plans, and making work reports. While the core competence of librarians in collection development is to conduct collection selection and collection procurement. Collection librarians have the competence in selecting library materials by identifying, assessing and determining collections for the purposes of procurement and development based on policies enforced in the library of the institution he is in charge of. Librarian's competence in procuring collections starts from planning, implementing, and making collection procurement reports.
